A haulier wants to base 19 lorries, 2 vans and 18 trailers at Unit 27 Aston Road, Aston Fields. Neighbours can object to the Traffic Commissioner by 4 Nov.
A haulage company has applied to base 19 goods vehicles, 2 vans and 18 trailers at a yard on Aston Road in Aston Fields, Bromsgrove.
People who live or work near the site have until Wednesday 4 November to tell the Traffic Commissioner if they think the lorries would affect them.
What the application says
The public notice appeared in the Bromsgrove Advertiser on 14 October. It says:
- the applicant is ESO Logistics Ltd
- the operating centre would be H.Gittins Transport, Unit 27 Aston Road, Bromsgrove, B60 3EX
- the licence would cover 19 goods vehicles, 2 vans and 18 trailers
- the applicant’s address for correspondence is c/o Michael Heaven & Associates Limited, 47 Calthorpe Road, Edgbaston, Birmingham, B15 1TH
An operating centre is the place where a haulier normally parks its lorries when they are not in use. Every goods vehicle operator needs a licence that names its centres and caps how many vehicles can be kept at each one.
Companies House lists ESO Logistics Ltd as company 12096130, incorporated in July 2019, with a registered office on Coombswood Way in Halesowen, about ten miles north of Bromsgrove.
The notice gives the yard as H.Gittins Transport’s address. It does not say whether lorries are already kept there, or how many. We could not check that on the government’s operator register on Sunday, because its search was not loading.
Who can object, and on what grounds
The Traffic Commissioner’s guide to representations sets out the rules. Only owners or occupiers of land or buildings near the operating centre can make a representation. Residents’ associations and parish councils cannot, unless they own or occupy land nearby.
The grounds are environmental only. The guide lists:
- noise
- visual intrusion
- vibration
- fumes and pollution
The effect has to come from the operating centre itself. Lorry traffic on public roads does not count.
What it means for you
If you live or work close to Unit 27 Aston Road and think the lorries would affect you:
- Write to the Traffic Commissioner at Quarry House, Quarry Hill, Leeds, LS2 7UE. There is no set form, but you must sign it and state your reasons.
- Send a copy to the applicant at the Calthorpe Road address above, on the same day or the next working day.
- Do it by Wednesday 4 November. The 21 days run from the date the notice appeared in the newspaper, 14 October.
- The guide suggests including a sketch map showing how far your home is from the yard.
The commissioner can grant the licence as asked, grant it with changes, attach conditions, refuse it, or hold a public inquiry. People who make representations cannot appeal the decision afterwards, so the representation is the one chance to be heard.
Planning applications in the district are a separate process. Our Bromsgrove planning news page covers those.
